1. Since 2018, the permit is an entry in the BDO, not a paper document
The waste transport industry has undergone a digital revolution. Until 2018, entrepreneurs were required to have a physical permit for waste transport. Currently, an entry in the Waste Database (BDO) - an electronic register maintained by public administration - is sufficient.
2. The permit is mandatory for national and international transport
Entry in the BDO is required for all companies engaged in waste transport within Poland. It does not matter whether you are transporting waste within one province or fulfilling international orders - in every case, you need the appropriate entry.
3. There are exceptions to the requirement for a permit
Not every waste transport requires an entry in the BDO. The following are exempt:
Municipal waste - if the company has signed a contract with the municipality for providing municipal services
Packaging waste - provided that specific criteria are met, such as transport to the nearest processing facility
4. The process of obtaining an entry consists of four steps
The procedure is orderly and transparent:
Creating a profile on the BDO website
Filling out an application (online or in paper form)
Paying the registration fee
Waiting for the decision of the province governor
5. The governor has 30 days to issue a decision
After submitting a complete application along with the required documents, the province governor has one month to make a decision. This is a relatively short period that allows you to quickly start legal operations.
6. The fee amount depends on the type of business activity
The cost of obtaining an entry in the BDO is not fixed - it depends on the specifics of the planned transport activity. Detailed rates can be found on the official BDO website or at the relevant provincial office.
7. Transport requires waste transport documents (DPO)
A permit alone is just the beginning. Each transport must be documented with the appropriate waste transport documents. Additionally, it is necessary to obtain consent from the waste recipient before starting transportation.
8. It is mandatory to keep records of all transported waste
Companies listed in the BDO must maintain detailed records of their activities. This means documenting each transport, the type of waste, collection points, and delivery places. The records serve for control and reporting.
9. It is essential to ensure safe transport conditions
Waste must not be transported in random containers. Specialist containers suitable for the type of transported materials are required - ranging from containers with flip sides to bins with retractable roofs.
10. Violation of regulations carries a fine of up to 100,000 zlotys
Illegal waste transport is a serious offense. Financial penalties can reach as much as 100 thousand zlotys, which could lead to the company's downfall. Additionally, the entrepreneur exposes themselves to liability for environmental damage.
Summary
Waste transport is an industry that requires responsibility and knowledge of regulations. Proper preparation of documentation, obtaining an entry in the BDO, and compliance with procedures is an investment in the safe future of the company. Remember, legal waste transport is not only a legal obligation, but also a contribution to the protection of the natural environment.
