What is GMR?
GMR (Goods Movement Reference) is a unique reference number assigned to the transport of goods between the European Union and Great Britain. It is a digital "passport" for your cargo, containing all the necessary customs information in the form of a barcode.
Why is GMR essential?
Post-Brexit, every driver transporting cargo between the EU and the UK must have a valid GMR number. Without this number:
it will not be possible to cross the border,
the vehicle will not be allowed onto the ferry or train,
it will not be possible to cross the British border.
GMR combines all customs declarations related to a given transport, significantly simplifying the border control process.
How to generate GMR?
To generate a GMR number, you need:
All MRN export or transit numbers related to the goods being transported.
Login details for Government Gateway on the GOV.UK website.
The process of generating a GMR consists of three key steps:
Step 1: Crossing Information
planned travel route (e.g., Calais to Dover)
carrier (e.g., DFDS Seaways, P&O Ferries)
Step 2: Vehicle Information
vehicle registration number (if the driver is crossing the border)
trailer registration number or container number (if the trailer is shipped without a driver)
Step 3: Declaration Information
confirmation whether the vehicle is carrying goods or is empty
provision of customs declaration numbers (T1, EX, import)
GMR Verification
The GMR number is verified at each border checkpoint. It is worth noting that:
an illegible GMR number will prevent customs checks from being conducted
the GMR may be held up, which means a need to go through customs clearance at the internal IBF customs office
the GMR is linked to a specific transport, not individual shipments
Common GMR Issues and How to Avoid Them
To avoid issues with your GMR number:
generate the GMR only after obtaining all MRN numbers
check the accuracy of the entered data before finalisation
ensure that all customs declarations are correctly linked to the GMR
monitor the status of the GMR before travel
always have printed or digital access to the GMR copy
Correctly generating and managing the GMR number is key to the efficient transport of goods between the EU and Great Britain. If in doubt, it is advisable to consult a customs expert to avoid costly delays and issues at the border.
