From September 2025, carriers operating routes between Great Britain and France will need to comply with a new requirement – the introduction of the digital logistics envelope ELO (Enveloppe Logistique Obligatoire). This innovative solution aims to streamline customs procedures and increase the efficiency of border checks.
What is ELO?
ELO is a digital platform that integrates all necessary customs documents for a given transport. Every vehicle, whether carrying a load or empty, will need to have a unique ELO envelope containing:
ENS declarations (Entry Summary Declaration),
import, export, and transit documents,
information regarding the goods being transported, including those subject to phytosanitary and veterinary controls.
This system aims to ensure that all customs formalities are completed before the vehicle arrives at the port, which is intended to speed up the customs clearance process and reduce the risk of errors.
How does ELO work?
The process of using ELO involves several key steps:
Creating the ELO envelope – the designated person, known as the ELO Manager, collects all the required data and creates the envelope in the online system.,
Document integration – the system automatically links all declarations and assigns them to a unique barcode.,
Presentation at the border – the driver scans the ELO code during clearance, allowing for quick and automated document verification by the Smart Border system.
As a result, the clearance process becomes more transparent and less time-consuming, benefiting both carriers and customs authorities.
Implementation timelines
The introduction of ELO will occur in two phases:
1 April 2025 – the start of the testing phase, during which carriers can voluntarily use the ELO system.
1 September 2025 – mandatory use of ELO for all transports between Great Britain and France.
It is worth noting that from 1 April 2025, existing logistics envelopes will no longer be accepted, meaning a transition to the new system will be necessary.

appoint an ELO Manager – the person responsible for creating logistics envelopes,
train the team – familiarizing employees with the new procedures and requirements,
integrate systems – adjusting internal systems to work with the ELO platform.
Early preparation will help avoid issues related to new regulations and ensure smooth transport operations.
